The Federal Emergency Management Agency (FEMA) administers a National Flood Insurance Program (NFIP) which homeowners in high  and even moderate to low risk areas should consider purchasing. Homeowners and renters in high risk areas should obtain flood insurance  and lending institutions will often require the insurance. Homeowners  insurance does not cover flood damages and federal disaster assistance  usually comes in the form of low interest loans. Financial assistance  when eligible would require the purchase of flood insurance.

Moderate & Low Risk Flood Areas

Homeowners in moderate and low risk flood areas should also consider  flood insurance. Flash flooding can occur almost anywhere at anytime. Twenty percent of the NFIP claims are from outside high risk areas and  result in one-third of the costs.
