Welcome to the Department of Community Development!
(formerly the Department of Planning & Zoning)


Our department guides property owners, developers, and builders in land development and construction through the procedures and ordinances set forth by the Township. We provide full-time building inspection and code enforcement services to insure and promote public health, safety, and welfare. 

Our department is responsible for the following:

  • Addressing of residential and commercial structures in accordance with Westmoreland County 911 standards
  • Building Permits and Inspections: Residential and Commercial
  • Development and maintenance of in-house Geographic Information System (GIS)
  • Issuance and Inspection of On-Lot Sewage Systems
  • Production and distribution of various types of mapping
  • Property Liens and Lien Letters
  • Review and Approval of Land Development and Subdivisions
  • Zoning Administration and Code Enforcement Activities
  • Point of contact for the Planning Commission and Zoning Hearing Board
